    Lighthouse Villa successfully opened the doors – March 1st 2026

    It was a great day for moving – the sun was out, the smiles were happening. Lighthouse Villa is now open and many senior residents are loving their new home!

    Thank you to all who contributed their time, their dollars, their art and their kindness in making this dream of Bowser a reality.

    This feat could not be accomplished if it weren’t for the tenacity, passion, knowledge and drive of our amazing Project Chair – Carol Cannon. She pushed through many barriers and bureaucratic tape to get the project funding, and then worked tirelessly for months/years in driving the project forward with design, development, government protocols, waterway/septic logistics and a myriad of other complexities. While managing the many tactical requirements of the Project, Carol is also the Treasurer of BSHS, managing budgets, funding audits, non-profit compliancy requirements and the like – all while ALSO dedicated to the many fundraising tasks throughout the year. Thank you Carol for your perseverance and dedication!!!!!!

    A big thank-you as well to Dick Stubbs and Bob Whittaker who were our construction representatives where they spent (and still spend!) many hours on site ensuring the construction development flowed smoothly and finishing details are done for Lighthouse Villa that were not in scope for Saywell construction.

    Eileen Beadle, our Fundraising chair is also a massive contributor to our success – driving forth a campaign of fundraising that brought in over $500k towards our dream. That’s a mighty hefty sum for a community of less than 2000! BC Housing took real notice when they realized our community’s commitment to building Lighthouse Villa. Eileen mastered many logistical elements to putting on a fundraising Gala for hundreds of people, obtaining hundreds of donations for our online auctions, and coordinating the needs Bowser Hot Dog Sales for the community. Eileen has also been hands on in learning BC Housing Policy, developing supportive Lighthouse Villa policy, as well as designing and outfitting the interior of our new residence. Walking into Lighthouse Villa, you immediately sense that someone who really cares, has furnished it with beautifully donated art work and calming colours.

    Our President Laurie Basok, wore many hats, not only running our non profit, but also coordinating our 60+ Volunteers to the many fundraising activities such as hot dog days, Sandcastle days, Bike BC days. Always willing to step up and help out wherever she could. Laurie is there to always assist in every aspect, whether its helping to write policies, obtain donations for fundraising or provide feedback on communications (her teacher days came in very handy!)

    Kathy Norman, also on the board of directors and our Operations Prime, worked tirelessly on many policies, procedures, BC Housing Requirements and a litany of detailed requirements to build a comprehensive Handbook for our residents and Property Manager. That task alone was years of effort!

    Don Millburn – our Society’s VP – is a steward of governorship. His deep insights into property management as well as legal council was so valuable in ensuring we are not only protecting our new residents, but also the society that generously donates their time to this amazing project.

    Our lovely Laurel Webster – has managed our BSHS Membership portfolio – ensuring locals have the opportunity to keep up with our progress, as well as maintaining a presence at Sunday Breakfasts and fundraisers. Laurel also played a big part in providing input and feedback on the many policies and tasks that kept us busy over the years.

    Amanda Wilson, with her great smile and positive attitude, kept us all organized by being secretary to the many minutes, notes, communications and annual general meeting updates throughout the years.

    A big hug of appreciation also goes to former directors of Bowser Seniors Housing: Elizabeth Heironymi, Evelyn Foot, Dick Stubbs, Lore Brewer, Lori McWilliams, Leigh-Ann Mehan, Debbie Burrows, Wenda Breitkrewtz, Pat Branch, John Pray, Doug Shewan, Melanie Young, Judy Dickson, Lorraine Lindenbach, Bryan Fisher, Val Lambert, Shirley Forsberg, Melinda Pope, Jill Pierzykowski, Victor Duevdum, Lynn Wood and Christo Kaun. Thats 20+ years of effort – all germinating from an idea that the Bowser Legion had over 2 decades ago!

    Our legion of volunteers (literally some from the legion lol) were instrumental in executing our fundraising goals. Over 60 volunteers helped with Hot Dog dinners, Gala set up, delivery and take down, donation submissions and attendance at Bike BC and Parksville Sandcastle Ambassador events. We are so fortunate to have such a great team!

    This is me, Julie Newton, below in the pic. I joined the board 6 years ago and became quickly enmeshed in the many strategies that made Lighthouse Villa a reality. Lots of fundraising activities, lots of dialogue on policies and many updates on our website keeping people abreast of our progress. On March 1st when we opened our doors and I met many new residents, it really sunk in how much we were affecting peoples lives for the better. As humans we all want a safe and dignified existence at our core. Being able to help those that are aging find that, has been a humbling and rewarding experience. So much gratitude to all that participated in working towards this goal. <3

  • BC Housing and CMHC Announce funding for Lighthouse Villa

    Bowser, BC – [ Sept 2025] – Bowser Seniors Housing Society (BSHS) is excited to share the progress on the construction of Lighthouse Villa, a 22-unit independent seniors’ housing project, in partnership with BC Housing and the Canada Mortgage and Housing Corporation (CMHC). This initiative marks a significant step toward providing affordable, accessible, and independent housing for seniors in the Bowser community.

    Lighthouse Villa will feature ground-level rental units, designed to foster a sense of community while allowing residents to maintain their independence. The project has been in development for over 20 years, driven by dedicated volunteers and community members passionate about addressing the growing demand for senior housing.

    “We are incredibly grateful for the generous support of BC Housing, CMHC and our community in making Lighthouse Villa a reality,” said Carol Cannon, Project Chair and Director of BSHS. “This project will provide seniors with a welcoming, comfortable, and affordable place to call home.”

    The housing units will be available at three different rental rates, ensuring accessibility for seniors with varying income levels. The breakdown includes shelter-rate units, rent-geared-to-income units, and market-rate units.

    Construction is already underway, with an anticipated completion date in early 2026. BSHS will continue to keep the community informed throughout the building process and provide information on how seniors can apply for housing.

    Access to safe, affordable housing is essential for seniors to live with dignity and remain connected to their communities. I am proud to have supported the Lighthouse Villa project from the very beginning, and I’m thrilled to see it come to life with the help of federal funding.     This project is part of a $19-billion housing investment by the B.C. government. Since 2017, the Province has nearly 92,000 homes delivered or underway, and will be the first for the small community of Bowser!

    Quick Facts:

    • The Province, through BC Housing, contributed $4.3 million for the project through the Community Housing Fund.
    • The Province is also providing an annual operating subsidy.
    • The community of Bowser, led by volunteer board members and their fundraising teams’ efforts, has raised over $450,000 towards the build of Lighthouse Villa
    • The Federal government, through the Canada Mortgage and Housing Corporation, is contributing $6.3 million through the Affordable Housing Fund.
    • The Provincial Rental Housing Corporation provided the land, valued at approximately $740,000.

    We had a record turn out to our AGM meeting this year at the Bowser Legion! Thank you to all who came out, as well as the amazing job Carol, Laurie and Eileen did in sharing our year in review.     Another great community pancake breakfast was had at the Lighthouse Community centre in June. This time it was us that were hosting! Thank you to First Credit Union and Brian Boyes (Lighthouse Feed and Garden Centre) for their sponsorship. As well all our fantastic volunteers who helped and our local community who came out to support. We look forward to seeing you all at Dog Days of Summer July 5th for Bowser Seniors Housing Hot Dog Sale!

  • Amazing Support from 100+ Fine Gentlemen!

    The Board at Bowser Seniors Housing would like to graciously thank the 100 Fine Gentlemen of Oceanside for their generous contribution towards outfitting Bowser Seniors Housing! See below the post in the PBQ News!

    At its first quarterly meeting of 2025, sponsored by Isle Golf Cars and the Morningstar Golf Club, the 100 Men of Oceanside awarded $15,000 to the Bowser Seniors Housing Society (BSHS).

    The March 5 donation will assist the BSHS in moving forward with developing and equipping a common area in its 22-unit Lighthouse Villa — a housing project now under construction in the heart of Bowser. When finished, Lighthouse Villa will provide affordable, accessible and independent housing for seniors in the area.

    The common area in the housing complex is designed to promote a sense of community, connection, independence and well-being among the seniors residing at Lighthouse Villa.

    Accepting the $15,000 ‘cheque’ from John O’Brien of the 100 Men of Oceanside were Julie Newton and Eileen Beadle, directors of the society. The presentation of the cheque was witnessed by more than 120 attendees from both organizations.

    Pancake Breakfast Celebration!

    Thank-you to all the volunteers and community members who came out Sunday (Sept 8th) to enjoy a yummy breakfast and celebrate the fantastic news of successfully getting funding and approval to move ahead with Lighthouse Villa! There were a lot of smiles that day! We were able to serve 223 meals that morning as well as provide some much deserved recognition to Joanne Harrison – who has once again successfully overseen the Lighthouse Country Fall Fair and brought awareness to our efforts to Lighthouse Villa!

    BSHS’s next pancake Breakfast won’t be until next spring – but there’s still tickets left for our Annual Gala in November!

    Last month our own Carol Cannon was recognized by the Lighthouse Community Centre for her outstanding community support – and we couldn’t agree more! We’re proud to have you on the board! Check out what they had to say below

      Carol: A Pillar of Community Support   Carol Cannon is a dedicated member of our community, deeply committed to giving back and making a difference. Growing up in Bowser, she developed a strong connection to the area and its people. Her family played a role in building the local legion, which became a central hub for community events, meals, and gatherings. She left to seek a career but vowed to return upon retirement.  Her passion for the Bowser Seniors Housing Society’s (BSHS) mission came from seeing relatives and their friends outlive their housing and be unable to meet their deserved need and preference to remain in a community they helped build.   With a background in accounting, Carol brings a unique perspective to her volunteer work, having previously worked for the Rick Hansen Foundation. This experience has given her a deep understanding of the charitable side of fundraising and has helped her effectively manage the financial aspects of BSHS, as well as provide insight into governance and regulatory requirements.  She currently serves as Project Chair, navigating their planned 22-unit independent affordable seniors housing facility through the unending bureaucratic maze.   As part of BSHS, Carol is just one of many volunteers who are instrumental in organizing a range of fundraising events that have had a significant impact on their cause and the community. Over the past 11 years, she and the BSHS team have raised an impressive $400,000 for their cause, helping maintain awareness of the senior’s housing needs and providing leverage for government building funds.   Over the years, Carol has seen the positive impact that dedicated volunteers can have on a community. However, she has also noticed a decrease in volunteer ‘willingness’ and a generational gap, as many steadfast volunteers are aging and the changing environment/economic landscape doesn’t seem to cultivate volunteerism, as it used to.  She believes that some form of giving back to your community is essential to ensure that current and future programs and services continue to provide a richness and pride of belonging to the people in our community.   As she looks to the future, Carol is focused on supporting and building on the success attained by countless other local volunteers and ensuring that the community continues to thrive for years to come.  With such a variety of volunteer opportunities in Lighthouse Country, she encourages you to join and gain a fun, rewarding experience in whatever capacity you can!
